Northern Area only. One Excel, two sheets (offline, zero consumption); each has a. head office's summary — Northern = the period, Northern Cum = everything up to the "To" date; b. the customers attended to in the period; c. all customers attended to up to that date — in head office's short form (Station, CustomerNo, MeterNo, Name, Tariff, Cause, Action Taken, Current Status). Includes the routes billing corrected (MR section change). The Area office's full report stays under "Daily report".

Management's layout: one column per working day, Month total, Opening (b/f) = everything before this month (last month's cumulative), Cumulative total = opening + this month. Uses the Team, Station and Accounts choices above.

Visited = the account has at least one visit from any team (all time). “Not on its sheet” = we hold the route's meter-reading sheet but the account is not printed on it (no reader sees it). “Sheet not supplied” = that route's reading sheet was not among the PDFs, so it cannot be checked yet. What was found, what resolves it, and how much is resolved
Every finding of a field visit (phone or paper list) raises an issue. Field work (meter replacement, installation, bypass removal, revisit…) can be given to a contractor, whose agent does it with GPS and a photo on the ZeroCheck app; you confirm it. Office work (billing a reading, route correction, account status…) you record yourself. Click a finding to list its issues.

Make a field list for people working without the app
The same layout as the printed field lists (Option A: zero consumption and flat rate together, by route in reading order, with the meter reader per route and shaded columns to fill in). Each list gets a number; when it comes back, open it below and type in the results — they then count in every report and raise their issues like phone visits.

Untick who should not go on the list. The numbers are given again 1, 2, 3… when the list is made — the same number is printed on the list and on the map's pin.

Third parties paid for field work (meter replacement, installation…). Each contractor belongs to its supervisor. Their agents join from the ZeroCheck app (⚙ → Jobs tab) and you verify them below; agents without a phone can be added here and their work recorded on the dashboard.

Payment list for a contractor
Every job of the contractor that you confirmed in the period and that is not yet on a payment list — one line per customer and meter, with the agent, the new meter, GPS and photos. Quantities only: Finance applies the rates. A job can be on one payment list only.

Logins
Each supervisor has his own login and sees only the stations ticked for him. The Area Manager (top management of the Area) sees everything in his Area, gives instructions and adds Billing & Revenue Protection Officers; the Billing & Revenue Protection Officer runs the Area day to day and adds its stations and supervisors. The System Administrator manages every Area and login; top management sees all of NEDCo's reports and changes nothing. Tick what each login may use: Field Checks (zero consumption, offline meters) and / or Loss Control (illegal connections, Field Works N/S).

Instructions
The person it is given to writes what was done; the one who gave it closes it. Instructions past their date show in the Activity report under “Needs action”.
Targets
Set by the Billing & Revenue Protection Officer (or the Area Manager): one value for the whole Area, and where needed a different one for a supervisor. The Activity report shows each figure against its target in green (reached), amber (70% or more) or red. Leave empty for no target.
Daily summary (7:00) & weekly pack (Monday)
Every morning at 7:00 the server writes yesterday's summary for each Area and for NEDCo; every Monday it adds last week's full report in Excel. Copy the text or send it straight to WhatsApp.
Billed after the check
Upload billing's monthly file (Excel or .csv) with the account number and the kWh and / or amount billed. The Activity report then shows the zero-list accounts that were billed after the field check — accounts, kWh and amount.

Publish a new version
Choose the .apk file of HC Field Checks, HC Loss Control or their training demos. It is accepted only if it is signed with the official signing key and is newer than what is in the store. A new version goes to the test phones first; press Release to everyone when they are happy with it. Connected phones then show “Update available”: the officer presses Update now, then Install (records and settings stay on the phone).

Tick Test phone for the few phones that get new versions first (e.g. a supervisor's and one officer per team). A phone shows its version after its next sync.

Every Area side by side. Zero list = the Area's zero-consumption customers; % checked = accounts visited at least once. Issues resolved = what was found and has been dealt with. The Excel has head office's templates for all Areas (zero consumption and offline smart meters) and this scorecard.

NEDCo's Areas
Create an Area, then upload its lists and press Build customer list: its customer database is generated (same layout as the Northern Area's) and every report, map and phone of the Area works on it. Phones join an Area with the Area's own access code and download its customer list. The Area manager then creates the Area's stations and supervisors.
Choose how to locate: your own position, a GhanaPost digital address (or a GPS position) typed in, or a point you click on the map. Every customer whose position is known within the radius (up to 2 km) is shown.

SMART ENERGY METERS OFFLINE — FIELD CHECKS SUMMARY : NORTHERN AREA
Head office's indicators (1–11) and the Northern Area's own (12–20), one column per station. Each customer counts once, under the best outcome of all his visits. On the date = that day's own visits. The Excel adds the blocked / unblocked sheet and every customer's line.

Head office's Excel ("active offline" list). A workbook with a Northern sheet uses that sheet only; otherwise every sheet with a customer-number column. Only Northern Area customers are kept. Their positions (GPS on the list, else the digital address in their address) are found automatically.
Blocking and unblocking are done here only. A blocked customer's vending is stopped until he reports at the office; whoever follows him home records the visit on the ZeroCheck app (findings, GPS, photos) — it shows below as the follow-up. When the follow-up brings the meter online, unblock him.
To be blocked — no phone, no location
Offline customers still to be searched for who have no phone number in any customer record and no GPS, coordinates or digital address: the team can neither call nor find them. Tick the ones to block (or tick the box at the top for the whole list shown) and press Block selected — they come to the office and a field team follows them home. A customer drops off this list as soon as a phone number or a position is found.
Loss control removal register
Loss control's register of meters removed (sheet ILLEGAL RECORDS). A zero-list, flat-rate or offline customer whose listed meter itself was removed counts as visited on the removal date, with the history in the remarks; an older meter of the account removed shows as a warning on the phones. The register's CONTACT column (the removal team's number) is never used as a customer's phone.

Every postpaid route = one reading sheet a month. Give each route its meter reader. Names found in the billing data are filled in for you — confirm or change them.

A customer calls or comes in: find the account, see at once who holds his problem, since when and by when — record the complaint and give him the reference number.

Any of the 426,607 customers: meter number, account number or name. Shows the route, meter reader, zero/unbilled flags and every visit made.
Audit log
Every visit received from a phone, every deletion (with its reason), every photo and whether its fingerprint matched, every supervisor login, visit viewed and report downloaded. Uses the From/To dates above.
Stations / Zones
Phones download this list when they sync; each reader picks his station / zone in ⚙ Settings (the phone also lists the 22 stations of the customer data). Renaming one also renames it on every visit already received.
Connected phones
Each phone connects once with the access code (Settings). A phone sends its visits whenever it has network. Block a phone that is lost.
Connecting a phone
On the phone: ⚙ Settings → Office server. Enter:

Changing the code stops NEW phones joining with the old one. Phones already connected keep working.

A phone joins the Area whose code it is given. Change a code under Areas.
